I can create an event, but I have no clue about NUE party.

There is German openSUSE Community on G+ where it would be a good idead to announce this event, but in general, would be a good idea to do it in German and somebody speaking German taking care of the possible feedback. Apart from that, I would promote all parties on English channel once they are on the wiki.
