openSUSE admin

Hi Ralf, hi OpenSUSE admins,

we often see errors related to *deltainfo.xml.gz files, the most recent:

file has vanished:
"/opensuse/update/leap/15.1/oss/repodata/d43d0e96619b2a536982fc005e20b7ae0854bcfd2320522334302442d922e0ab-deltainfo.xml.gz"
(in opensuse-full-with-factory-dvd5)

It seems the mirroring process is not suitable for files that change
that often. In the past we experimented with rsync pushes from OpenSUSE
(which did not work out), maybe the push concept is worth exploring
again. I know that Debian based distributions use a two-stage mirror
approach to avoid this kind of error.

I don't see how I can change anything on ftp.halifax.rwth-aachen.de to
help. The rsync job is setup correctly, it's OpenSUSE's responsibility
to provide the required files.
