Description
We reference bugs which are fixed, so we need to either reopen them or remove soft-failure.

In this case we need to clarify expected behavior, as it might be a product issue. In case there is no clear understanding of expected result, we should consider removing this check as it doesn't bring value for testing (due to missing expectations).

I am waiting for confirmation that the current behavior of the system is legit.
In that case, pull request https://github.com/os-autoinst/os-autoinst-distri-opensuse/pull/10354
removes soft failure and turns validation of "Active disks" number into check for re-activating the deactivated disk.
