staging freeze should enable prj if it was enabled before

Description

we use freeze with 2 use cases:

  • reset the links before selecting
  • rebase

for the 2nd use case, it's painful that freeze leaves the prj build disabled. So the freeze command needs to check the build flag and then set it afterwards.

as we just had with Staging:Gcc49 it also needs to bring over maintainers
