Description
We should schedule create_hdd_textmode@ppc64le-spvm on osd.
adding this to development at first.
check this later on osd.

so the test is available but failed at user_settings.
product issue:
since the bug is still open, set it as blocked for now and check this later again.
bug fixed - unblocking

textmode only, no create_hdd_textmode. so re-open.
