boot_to_desktop

There is strange timeout issue for aarch64 https://openqa.suse.de/tests/3644735#step/boot_to_desktop/7, needs to be fixed as well.

PR was updated a little. Version check was moved to function is_storage_ng, which was using variable only with smart set during installation only job. Function is_storage_ng didn't work properly on jobs without installation.
