Description

After hotfix https://github.com/os-autoinst/openQA/pull/2346 the plugin will ignore transport errors and proceed syncing the project.
That is not fully correct behavior and this ticket should provide proper fix. (E.g. add parameter retry_count_on_exception to ObsRsync plugin)
