compare with http://openqa.suse.de/tests/3162317#step/dracut/52, we have now problem with reboot on s390x-kvm.

http://openqa.suse.de/tests/3196528#step/dracut/38 shows not the whole logs (see http://openqa.suse.de/tests/3162317#step/dracut/38).

http://openqa.suse.de/tests/3196528/file/serial0.txt shows reboot triggered correctly and it shows also 'Reached target Shutdown', but

http://openqa.suse.de/tests/3196528#step/dracut/48 shows that wait_serial_expected: 'Reached target Shutdown', this means that the detection doesn't work, this is another issue here.

Please investigate it, or maybe this is timeout issue or kernel issue on kvm host.
