Observation

Received the following report from a user: "Hi! I have notice that after an update of my openQA this week (yesterday evening) workers with the --no-cleanup parameter still go ahead and empty the pool. I just wanted to notify someone on this :D"

This sounds like a likely regression from the "worker restructuring" as this is a feature that is not usually used in our production instances and most likely not fully covered by tests.
