I guess it's resolved by new test framework which allows us to have good control on which components are in the given product. Like TW has version a and SLE 12 has b, once SLE 12 gets updated, we can simply switch and make factory return other version.
In case you feel it's not resolved - let's discuss.
is_storage_ng_newui is awfull version control, yet another hack, so +1 to motivation =)

No reply on jira, moving to 28+, as not happening before SP2 most likely.

Well, I am agreeing that the new test framework is a good way to solve this however the code currently still has a big amount of occurences of "is_storage_ng_newui". However, I think this is mainly a technical debt to consider within the team so I leave the handling of the request solely to you :)
