Progress bars on 'All tests' page broken

Description

The progress bars seem to show random values, eg. 0 % for a job which is at least over 50 %.

Maybe this is a regression introduced by my latest performance optimizations for this page (1). But it could also be that the values provided to the view are already wrong (2).

The first step would be to reproduce it within our testsuite by extending t/ui/01-list.t to check for cause (1).
