test fails in zypper_ar for ppc64le snapshot 20180911

may be problem of script creating the repos before to trigger openQA tests.

error as if related repo REPO_OSS_DEBUGINFO not available on o3:

Hi! Seems like a duplicate. Either it is a problem in syncing or for some other reason the repo is missing zypper_ar should fail only on OSS issues.
