Add assert_still_screen functionality

Description
As an extension to wait_still_screen variation that fails hard would be really helpful so we do not overlook a timed out wait_still_screen e.g on review
On the technical side we could just wrap wait_still_screen and react depending on the return value.
- Related to action #15310: [functional][u][easy] wait_still_screen in start_x11_program wasting time when program with blinking cursor is started added
Apparently okurz has already implemented this in 2017-01-12 already, but this is no where documented
