Looking at the video the situation is pretty clear to me: boot_to_desktop fails to find the grub menu because first the installer DVD is booted which it shouldn't. But the question is why that is the case?

Created job #1511200: sle-15-Installer-DVD-x86_64-Build486.4-minimal+proxy_SCC-postreg_SUSEconnect@64bit -> https://openqa.suse.de/t1511200
to crosscheck if the parameter BOOTFROM makes any difference. https://openqa.suse.de/tests/1509675/file/autoinst-log.txt shows correct qemu parameters: -boot order=c,menu=on,splash-time=5000

seems to have helped. https://openqa.suse.de/tests/1511200#step/boot_to_desktop/1 shows the grub menu from HDD. Suggestion: Experiment with more samples.
