Here are a few more information from the OpenStack infra team

[22:11:27] hwoarang: looking back through our logs, i think we
get that message every time we connect (at least as far back as
september 12), and it doesn't seem to result in a disconnect/refusal
necessarily, but november 5 the "incremental file list" our rsync
session receives from the service is empty
[22:11:56] hwoarang: so one other possible theory is that
rsync.opensuse.org stopped updating its copy a little over 10 days ago

I also had a look at http://rsync.opensuse.org/ and the timestamps at
the directories seems a bit outdated
