Here are a few more information from the OpenStack infra team

session receives from the service is empty
[22:11:56] hwoarang: so one other possible theory is that
rsync.opensuse.org stopped updating its copy a little over 10 days ago
I also had a look at http://rsync.opensuse.org/ and the timestamps at
the directories seems a bit outdated

The 50 connection limit is just in the MOTD - I've used the rsync server for a while myself, there was always room.
I am not familiar with the update process for rsync.o.o - for now I'll assign to mirror-admins.

If you could tell us the geo-location of your mirrors and their IP addreses, I'm sure we might find a solution for this problem.
...or you simply check the mirrors listed on this page here: https://mirrors.opensuse.org/
...and choose the one you like that provides the content you need.
