Is the stage.opensuse.org rsync server kept up-to-date consistently? If so perhaps having access to that for the snapshots would be a better option.

stage.opensuse.org is the feed for all of the openSUSE mirrors.
To have access, you need to run a public mirror:
I suspect a problem with the update of rsync.o.o, I'll look into it.

I am attempting to setup my Tumbleweed Snapshot "mirror" to host historical copies of Tumbleweed, but in order to do so I need an accurate copy of the current version as they are released. I read through the requirements for setting one up in terms of permissions which should not applicable since hosting Tumbleweed only and only updated once it is on download.opensuse.org.
The issue will likely be how to whitelist my mirror as I am running the ingest on an ephemeral EC2 instance so I do not have a static IP as the hosting is done out of S3.
