[sle][functional] "empty_regcode" shows good error message, bug resolved -> delete test suite?

Observation

openQA test in scenario sle-15-Leanos-DVD-x86_64-empty_scc_regcode@64bit fails in
scc_registration
which looks like a very good error message. bsc#1055696 was the bug about the not so good error message. The bug has been resolved and looks good now.

Problem

IMHO we don't need the scenario anymore. Or should we early abort after the empty regcode has been handled correctly?
