closedinvis-Portal default configuration
Description
We should add a default-configuration file for invis-Portal which will be updated with every new version of the invis-server portal. All entries in this default config will be overwritten with settings in /etc/invis/portal/config.php.
This should make updates easier, if an update contains new configuration directives.

default config added. -> /srv/www/htdocs/portal/default/config-default.php. I've changed the apache2 setup to prevent any access from the default-config and the examples directory.
New default-config.php included to all portal php-scripts.
Now we have to discuss the default config values.

I'm going to close this Ticket for now. At the Moment the default config contains the whole set of global variables. It would be better, if we reduce the set o variables to these variables, which are not filled up with a setup-placeholder.
We should discuss this in future, but for now it works. It's time to release 13.1!
