A branch for new distribution needs to be created in the release notes git and the package adjusted accordingly.
The tokens for obs are on the factoryauto bot in packagelists

I (quickly) looked at this at the beginning of this week but did not come to a good conclusion:
- the Doc:Auto package exists: https://build.opensuse.org/package/show/Documentation:Auto/release-notes-openSUSE_Leap_15.0
- the config file seems to be set up correctly: https://github.com/openSUSE/release-notes-openSUSE/blob/master/tools/etc/releasenotes
So my best guess is that the script is doing something wrong. I did not investigate that yet.
