We made few tests and it appears that we can not access it.
rsync -4v stage.opensuse.org::opensuse-full-with-factory¶
This is stage.opensuse.org, restricted rsync server of openSUSE.org.
If you run a public mirror, please get in contact so we can give you
access to the this rsync server.

I've added the data to our database now and triggered an initial scan of the
files.
You should be able to access stage.opensuse.org now coming from your IP
195.85.215.172 and 2a01:9e40::172 - please test and report back if this
works. Or should I ping the admin directly?

I would like to inform you that we managed to establish a new mirror of
openSUSE in Bulgaria.
We are syncing opensuse-full-with-factory module and because of some space
limitations currently we are excluding the older releases (12.x and 13.x).
