Description
During fix of https://progress.opensuse.org/issues/20040,
it raised another failure in reboot_and_install:
http://147.2.207.208/tests/619#step/reboot_and_install/16
There is no Upgrade tests for aarch64 before 12SP3,
so we need add capability into the script to be able to 'Upgrade' sles12 on aarch64
