rsync.opensuse.org has less space left on the storage system - therefor most of the home projects are left out by intention.
Sorry for that, but I can just recommend that you might check one of the other public mirrors listed here:
http://ftp.gwdg.de/pub/opensuse/repositories/home%3A/jgrassler%3A/monasca/ for example has your repo and provides also a public rsync service.
