Motivation¶

Acceptance criteria¶
- AC1: openQA worker behaves as described in https://en.opensuse.org/openSUSE:Packaging_UsrEtc#Variant_1_(ideal_case)
- AC2: Old files present on existing instances are still read
- AC3: The behaviour is properly described within config files and documentation
Suggestions¶
- Same as in #179359 but for openQA worker
- Document the behavior on where files come from, what takes priority and how duplicates are treated

I handled this as part of #179359 because it would have been weird to leave the worker unchanged (e.g. having to add sentences to the documentation like "… but this does not apply to worker. There …"). I think this kind of split doesn't make much sense. So I'm just resolving this ticket now. We can reopen it in case worker-specific problems show up after all (and for general problems we should reopen #179359).
