Motivation

As discussed in retro meeting, https://etherpad.suse.de/p/qa_sles_functional_retrospective, we need add a document for how to do the openQA review for Yam squad, include job group priorities, review report, backup of reviewers, target of review, etc.

Acceptance criteria

AC1: Add documentation for openQA review

Thanks, I will add this doc as reference document. By the way, some info is outdated for this doc, ex:
