closed[qe-core] test fails in handle_reboot, can't login with standard password

Observation¶
I tried to connect to the machine after failure and I could ssh, password didn't work, did somebody mess with passwords ?
openQA test in scenario sle-15-SP7-Online-s390x-allpatterns:investigate:retry@s390x-zVM fails in
handle_reboot
Installation with all patterns selected for installation to check for potential package conflicts, how the system handles big space usage, etc.
allpatterns installations can take longer, especially on non-x86_64 architectures.

Not due to messing to password, but

Bug is invalid, it's expected openssh-server-config-disallow-rootlogin is installed with common criteria pattern.
