The issue you are seeing is unfortunately by design and comes from how we introduced subpackages repository to Package Hub. Currently it is included as a product since it is handled in the product and module definition of SLE itself.

Do you experience any downside of this ? E.g. any blocker during migration ?

So I think we can now safely remove the softfail.
