• this case failed cause we're not set UPGRADE_TARGET_RELEASED_VERSION=1 and UPGRADE_TARGET_VERSION=15-SP4 if set it'll pass https://openqa.suse.de/tests/13886249/file/vars.json
• The _pre tests are not migration we should set +VERSION: 15-SP4 in test suite offline_sles15sp4_basesys-srv_all_spvm_pre and +VERSION: 15-SP3 in test suite offline_sles15sp3_basesys-srv_all_spvm_pre
• changed this setting in upper 2 test case at https://openqa.suse.de/admin/test_suites

in the latest build 79.1

• migr_sles15sp4_desktop-dev_all_pre passed with the right VERSION.
• offline_sles15sp3_basesys-srv_all_spvm_pre has right VERSION

Fixed by changing the test suite's setting in https://openqa.suse.de/admin/test_suites
