openKDE-Live opensuse_welcome no longer available (space restriction)

Description
Observation¶
Due to space restrictions, openSUSE Welcome had to be removed (for now) from the KDE Live images.
openQA is not aware of that though and tries to test it.
I did set opensuse_welcome in EXCLUDE_MODULES on the kde-live/tumbleweed media, but the EXCLUDE_MODULES on the kde-live test suite overwrites this setting - which prompts this ticket. We need more logic to not test os-welcome on the KDE=Live on TW (for now)
