Motivation

Some migration cases are blocked by [bsc#1220091], based on the comments in the bug report, add a workaround to avoid the conflict: before migration, remove the libopenssl-1_1-devel package by zypper.

This issue happens on both offline migration and online migration cases, need to take care of both of them.

Acceptance criteria

AC1 : Before migration, check whether libopenssl-1_1-devel is installed, if yes, remove it by "zypper rm"
