seems fixed, closing as not reproducible anymore.
trying out many cloned jobs I got ~20% failure on fips_setup, which seems a bit flaky:
https://openqa.suse.de/tests/14085555 . Had 100% success bumping TIMEOUT_SCALE=2 .
