Description

The s390x network is slow since Friday. Tests are failing while installing packages or registering the system.

If I increase all the timeouts 5 times by setting TIMEOUT_SCALE=5 then the failure ratio goes down.

approved, merged. Retriggering tests from https://openqa.suse.de/tests/overview?arch=s390x&machine=s390x-kvm&build=20231211-1 with a comment pointing to the fix. Retriggered about 200 tests. First tests passed by now already, e.g. https://openqa.suse.de/tests/13049935
