Motivation

Failed job netweaver_test_instance
Failed job netweaver_test_instance

We need figure out the reason why it failed and try to fix it.
I think it may failed for the SAP server was down, need confirm.

Acceptance criteria

AC1: Investigate netweaver_test_instance failed for NIECONN_REFUSED (Connection refused).
AC2: File product bug if confirmed during the investigation.
