Description
release counters in 42.2 are not guaranteed to be lower than in 42.3. Discuss potential ways to fix that.

As discussed today, we'd like to try "cicntstart: $number" in projconf's of 42.1, 42.2 and 42.3. Before doing so the obs test suite needs to be adjusted to verify it works as expected. Also, the effect on maintenance updates needs be be checked.
