gru removes iso too quick that caused some staging project can not finished

Description

gru removes iso too quick on o3, the same iso resynced later, that caused some staging project can not finished.

example:
https://openqa.opensuse.org/tests/294471 is tested and finished at 2016-10-31 12:35:46, but after around 20 hours it was removed by gru, at that moment this staging project does not merge yet so the iso resynced https://openqa.opensuse.org/tests/295182

from what we saw, this is because the staging group was too tight for all job groups when there were many builds for one staging project.

The proper solution would be to have one job group per staging project (as done in SLES), but that is quite a heavy change. So for now we just increased the job group for stagings - we have enough room for that.
