Description

Right now, some options (like OPENQA_BASEDIR, OPENQA_NEEDLES_SCM, etc.) are configured as environment variables in the Apache config file. It would be way better to use one of these:

chose Config::Inifiles as the built in plugins suck, esp json as it doesnt allow comments :/
