The 10.160.0.207 salt entry in /etc/hosts was missing and therefore the minion could not connect to the master:

After adding the entry and restarting salt-minion test.ping works too. Not sure what changed or if it just never worked?
Strange. Great you could find this so quickly. I think if all other hosts respond we are done here, wouldn't know what else to improve
