Motivation

#113528#note-25 in particular,

according to szarate the openQA worker distribution has to be improved and rebalanced in the worker config too.

Mainly we have to find out what is the load that workers being used as jumphosts has over the host system, reorder the configurations, and if possible have checks on the salt to avoid duplicated instances

With the current distribution of workers as organized in https://gitlab.suse.de/openqa/salt-pillars-openqa/-/blob/master/openqa/workerconf.sls I consider this resolved. We have much more resources available and well distributed including geo-redundancy.
