download issues with Leap 15.3 and 15.4

Hi,

on Leap 15.3 and 15.4, "zypper ref" is painfully slow when it refreshes the
repos that have those backported SLES updates...

any other repo is fine...

The problem is a bit complicated overall and it consists from combination of following factors:

  1. zypper ref download volume is too big .
  2. zypper ref needs to download often.
  3. zypper ref download speed is too slow.

Please note that 1. and 2. are not related to infrastructure.
I am not sure what to do with 1. - I doub't it may be solved quickly. Probably try to report at bugzilla.opensuse.org and see if they provide any feedback.
Regarding 2 - kind of the same, maybe you just may to disable autorefresh of repo and do refresh less often. Sorry. no better recommendations on my mind.
Regarding 3 - this may need detailed troubleshooting, but if it happens shortly after deployment of new files into https://download.opensuse.org/update/leap/15.3/sle/repodata/ - the big chance exists that no mirror has the same files yet, so download will happen with reduced speed.
