Informing users who have been bounced by Google due to our misconfigured spf record for lists.o.o

Description
I'm sorry I hijacked #109025, I did not realise it was going to take so long. I feel fairly confident the issue has been resolved, see #109025, but I keep thinking we ought to inform those many users who had list delivery disabled. I have grabbed the current bounce logs on mailman3 /var/log/mailman/bounce*, it should be easy to extract which users and from which lists and then produce a standard email.

Re-enabling delivery would be better, but that would require me to use the REST API. I guess it is doable.

A total of 430 subscriptions were disabled, 371 unique users on 16 lists. I can't quite tell if the REST API supports changing the delivery status of user @ list.

Of course, I managed to create some extra work for myself - I was working on this mass email on my own machine, and accidentally sent them all from that too. This means 196 mails to gmail were bounced ...
I have now resent them from mailman3 :-)
