observation¶
Scheduler triggers 20k jobs for one job group within one build which is way to many, see #10960 for details.
steps to reproduce¶
looks like the "rsync.pl" is triggering this every time a new iso is coming in.
problem¶
H1. "rsync.pl" is retriggering ISOs because it considers the tests to fail because of <enter valid reason here> causing too many jobs
H2. At least one job group is broken overall

the invalid jobs were spread in 4 job groups. The problem is not in rsync.pl, it's in broken scheduling.
