qem-dashboard - show better info about time of actualization of data

Description
Motivation¶
We already have a "last updated" in the dashboard which can be misleading.
We should have - last time of SMELT sync, last time of Incidents schedule and last time of Aggregates Schedule
Acceptance criteria¶
- AC1: Correct update datetime is shown on dashboard
- Description updated (diff)
- Due date deleted (
2022-04-16)
- Priority changed from Normal to Low
- Start date deleted (
2022-03-24)
- Target version changed from Ready to future
