[qe-core][needs-refining] rewrite and simplify Tomcat

Description
We have problem with Tomcat since a quite long time:
too many needles, some of them need to be corrected regularly, the test takes long time because of big amount of tomcat's functions, sporadic performance issue

We can have a discussion about how to handle this issue.
