closedopenQA documentation generation deletes test API content

Observation¶
See https://github.com/os-autoinst/openQA/pull/4445#pullrequestreview-850040275 . The test API content is mostly deleted in this pull request. As long as we do not accept such changes we are fine but we should check the documentation generation what went wrong and prevent this.
Acceptance criteria¶
- AC1: os-autoinst test API documentation is properly generated into openQA documentation
Suggestions¶
- Check CI job logs, maybe some intermittent network error that is not properly caught in doc generation scripts? E.g. take a look into https://app.circleci.com/pipelines/github/os-autoinst/openQA/8721/workflows/8713c12a-23d3-4f05-94a8-d216b9c76461/jobs/82215
