[Investigation] Install moby-engine for docker on CentOS

Description
Installing docker-ce on CentOS breaks some dependencies needed by docker.

Actually, that seems to be obsolete and we can use the new engine moby from https://mobyproject.org/
There is a guide how to install it on Fedora, https://linuxconfig.org/how-to-install-and-configure-docker-ce-moby-engine-on-fedora-32
which seems to come in the default repos, but it's not the same for CentOS8.
Would be nice to see if it's worth using that engine on our CentOS hosts.

No, but no one is actually talking about Moby in BCI team... so I would leave it as very low and just investigation. RedHat is podman, and it's ok if we don't test images with docker in RH environments.
