### Motivation
In [Migration job group](https://openqa.suse.de/tests/overview?result=failed&groupid=265), for test suite [offline_sles12sp5_media_base_def_full_zVM](https://openqa.suse.de/tests/overview?result=failed&groupid=265&test=offline_sles12sp5_media_base_def_full_zVM) there is a mismatch for needle with tag `inst-bootloader-options-highlighted` in module `installation/disable_grub_timeout.pm`
On investigation, it send 'alt-c' before catching the needle, it seems the key sent but no expected screen shown.

Migration-from-SLE12-SPx for ARCH s390x zVM
### Acceptance criteria
- **AC1**: create the needle that match the current boot loader settings image
