We received unwanted mails about unreviewed issues today and it turns out it was due to a manual invocation of `openqa-label-known-issues`. We should avoid this and only send mails when explicitly enabled.
## Acceptance criteria
* **AC1**: `openqa-label-known-issues` doesn't send mails by default
* **AC2**: We still receive mails from o3 and OSD
## Suggestions
- Remove the default email from the script / or wherever the default is defined
