 ## Acceptance criteria 

 * **AC1:** Only settings that have an effect are visible and enabled for not-logged in users, e.g. "grey out" priority selector for not-logged in 


 ## Suggestion 

 Make it more obvious that the priority can not be changed, not even showing the +/- icons, same as we do for retrigger and cancel (Is this a regression?)
