all migrations, including offline and online migrations, should fully patch before upgrading, as mentioned in the documentation
Actually, two different test cases must be covered, from PRD (page 25):
* All system updates from maintenance channels applied (aka. "fully patched")
* With minimal necessary patches (only call `zypper patch --updatestack-only`)
