More people from different groups are getting involved in test development and maintenance on one openqa instance. This creates issue with either creating more administrators or creating choke point where test developers have to wait for openqa admins to enable their tests. OpenQA already has support for job groups logically grouping different tests. Management of these groups (adding/removing tests) requires (after #11368) [issue#11368](https://progress.opensuse.org/issues/11368)) openQA administrator. I propose to create finer grading of authorization levels and allow specified operators to administer specified job groups.
